Purpose

The Office of Personnel Services and Workplace Safety is committed to supporting the overall mission of the College by recruiting highly qualified applicants for employment, and by providing the highest level of service to faculty and staff, beginning with new employee orientation, and continuing through retirement.  In addition, this office administers the workplace safety program of the College to ensure employees are provided with a safe work environment.

The following benefits are available to full-time and permanent part-time employees:

Medical Insurance
Medical insurance is provided by the Teachers and State Employees’ Health Plan.  Employee only coverage at the Traditional (70/30) level is available at a minimal cost to employees.  Additionally, employees may elect coverage at the Enhanced (80/20) level and/or may add dependent coverage at their own expense.  Detailed information on benefits, premiums, and applying for this coverage will be provided during employee orientation and is available thereafter from the Office of Personnel Services and Workplace Safety, or from the State Health Plan at 1-888-234-2416 or http://www.shpnc.org.
Dental Insurance
Dental insurance is provided by MetLife.  Employee only coverage is available at no cost to employees.  At their own expense, employees may add coverage for their spouse, child or children, or family.  Detailed information on benefits, premiums, and applying for this coverage will be provided during employee orientation and is available thereafter from the Office of Personnel Services and Workplace Safety, or from MetLife at 1-800-275-4638.
Vision Insurance
Group vision insurance is available from Superior Vision.  Employees, at their own expense, may elect to participate in this optional program.  Detailed information on benefits, premiums, and applying for this coverage will be provided during employee orientation and is available thereafter from the Office of Personnel Services and Workplace Safety, or from Superior Vision at http://www.superiorvision.com.
Retirement
Participation in the State Retirement System is mandatory for all permanent full-time and permanent part-time employees working 30 or more hours per week.  A mandatory payroll deduction, currently 6%, is withheld for contribution to the retirement system.  Employees become vested in TSERS once they have completed a minimum of 5 years of membership service.  This means that they are eligible to apply for lifetime monthly retirement benefits based on the retirement formula in effect at the time of retirement and the age and service requirements described in the Teachers’ and State Employees’ Retirement Handbook, provided employees do not withdraw their contributions.  Employees may also be eligible for retiree health coverage.  For additional information, contact the Retirement System at 1-877-627-3287 or visit the website at http://www.myncretirement.com.
Cafeteria Benefits Plan
Coastal offers a Section 125 Flexible Benefits Plan which provides employees with an opportunity to select supplemental benefits; some of the premiums for which may deducted on a pre-tax basis.  The plan, which includes Colonial Life products such as accident, sickness, disability, hospital confinement, and life insurance, is currently administered by The Pierce Group.  Enrollment is optional.  Detailed information will be provided during employee orientation and is available thereafter from the Office of Personnel Services and Workplace Safety, or from The Pierce Group at 888-662-7500 or http://www.piercegroupbenefits.com.
Disability Salary Continuation Plan
Coastal participates in the State short and long-term disability plan, which is designed to provide a portion of an employee’s normal salary in the event of an accident or sickness resulting in disability for a prescribed period of time.  This coverage is effective the first day of the second year of employment.  Benefits become payable after the first 60 continuous calendar days from the onset of disability and will continue in accordance with plan terms.  An application should be submitted as soon as possible after disability of 60 consecutive days.  Additional information is available from the Office of Personnel Services and Workplace Safety.
Tax Sheltered Annuities
403, 457, and Roth savings plans are included within this benefit.  Insurance companies in the tax-sheltered annuity market are approved by the Vendor/Benefits Committee.  A list of approved companies is available from the Office of Personnel Services and Workplace Safety.
Health Benefits for Retirees
Information concerning retirement health benefits is available upon request from the Office of Personnel Services and Workplace Safety.
NC 401(k) Plan
All contributing members of the North Carolina Retirement System are eligible to participate in a State sponsored supplemental retirement plan administered by Prudential Retirement.  Contributions are made via payroll deduction.  Additional information is available from the Office of Personnel Services and Workplace Safety, or from Prudential at 1-866-624-0151 or https://www.retirement.prudential.com.
Leave
Various types of leave are provided to permanent full-time employees, and permanent part-time employees on a pro-rata basis, depending upon the category of employment.  Detailed information on the accrual and use of each type of leave is available from the Office of Personnel Services, or in The Full-Time Faculty & Staff Handbook or The Part-Time Faculty & Staff Handbook, both of which are available online.
Death Benefit
Coastal employees contributing to the North Carolina State Retirement System for one year, and paid within the prior 180 days, are entitled to a death benefit equal to the employee’s annual salary, with a minimum of $25,000.00 and a maximum of $50,000.00.  Benefits are paid to the beneficiary established by the employee.  Detailed information will be provided during orientation and is available thereafter from the Office of Personnel Services and Workplace Safety.
Holidays
Coastal observes the State approved paid holiday schedule.  The actual number of days or holidays observed may vary from year to year.
Longevity Pay
Coastal employees with State service of 10 years or more receive a single lump sum payment each year ranging from 1.5 – 4.5% of their annual salary, depending upon length of service.  Payment is made no later than the month following the anniversary of hire.
Service Awards
Contingent upon available funding, Coastal participates in the State Service Award Program to recognize the dedication and loyalty represented by extended service to the State of North Carolina.  Every full-time employee who reaches an anniversary milestone, beginning at the five year mark and continuing in five year increments, may choose an award corresponding to their level of service.  Additional information is available from the Office of Personnel Services and Workplace Safety.
